Three days above the clouds
On the way, in Abbottabad, we had a brief presentation by the D.C.O Abbottabad Mr. Zaheer ul Islam about the demography and government operation in the district. We had a working lunch there, prayed Zohar prayer and left for Nathia Galli. Passing through lush green valleys of Abbottabad everybody was stunned to see the beauty of that region but when hilly area started everyone was speechless. Narrow and zigzag road leading to Nathia Galli was surrounded by rising mountains. Mountains were full of towering trees and carpeted greenery all around. While bus used to swing in curves and turns of the road, it was feeling like a swinging in fairy tales. Light raining, clouds floating and fog rising from hills was really a marvelous scene.
We reached Nathia Gali just in one hour but this one hour ride was one of the very pleasant journeys of my life. I was enjoying what was outside the bus passing around me and I was also capturing in my smart camera but the internal environment of bus was also not boring at all. PMS officers were full of energy and were making all kind of noises. They were shouting, singing, dancing and gossiping. No one was tired at all even when we reached Nathia Galli. Admin personals were already there and they had good arrangements of our stay and food. We take very little time in settling down in our respective hotels and than … we were there and obviously Nathia Galli was there and a lot of enjoyment around.

Rustam Shah Mohmand Speaks to PMS Probationers
In the last decade of previous century few Pakistani intellectuals gained global fame for their deep knowledge and concern with Afghan & Tribal affairs. They are still in limelight and considered authority on Tribal & Afghan affairs. Their opinion always have considerable importance and acknowledgement across the world. One of them is Mr. Rustam Shah Mohmand, a tribal by origin and former top bureaucrat and diplomat of Pakistan.
Probationers of Provincial Management Service (PMS) were quite fortunate for having the opportunity of a face to face conversation with Mr. Rustam Shah this morning at IM Sciences. He was invited by the administration to throw some light and share his opinion regarding Afghan and Tribal affairs with PMS probationers. He accepted the request and came to the Human Resource Center of IM Sciences where participant were eagerly waiting for him.
He spoke for almost an hour and participants listen to him all ears in pin-fall silence. His calculated words and assumptions, his personal view point and idea about the future perspective of this part of the world was quite clear, logical & rational. He said ‘till the commencement of war on terror after 9/11 incident, everything was going fine. Pakistan along with her allies was deeply involved in war against USSR. Mujahedeen were travelling across the border quite freely and frequently. Arms & ammunition were transported, mujahedeen were stationed in different regions of Tribal belt and a historical Gorilla war was being fought but this never created any problem or law & order situation for the local administration. Political administration was intact, institution of Maliks and principle of collective responsibility was working well and the situation inside Afghanistan never effected this side of the border.’
According to him, ‘problem created when Pakistani forces invaded tribal belt, they bombed the towns and villages without any discrimination, killed a huge number of innocent people and the worst of all they used jet bombers and gunships which destroyed the area brutally. This has never been done even by Indian army in 60 years of uprising of Kashmiries in any part of Kashmir. This irrational and insensible use of force has turned the tribal area into war zone which could easily be avoided otherwise, as situation was far better than occupied Kashmir.’
There can be genuine kind of difference with him and everybody has the right but this analysis by a tribal intellectualist is really painful and portrays how careless are the policy makers of this poor country and how they are ruining the natural defenders of Pakistan those have guarded the western border of Pakistan for the last 60 years wholeheartedly and voluntarily.
'My humble opinion about the decision of allying America in war on terror by Pervez Musharaf was simply a criminal act which has ruined Pakistan so badly that for the next couple of decades we cannot come out of trauma even if it ends right now. Consequences of that criminal act are more severe than we can asses. Turkey & Lebanon were two other countries faced alike situation as Pakistan faced but the institutions present in those countries strongly deny the American offer and saved not only their sovereignty but also the peace of their lands. It was not a big deal for Pakistan to avoid the consequences of war on terror even if becoming the ally to Americans by putting our share on our own conditions but the absence of parliament and other institutions proved a fatal misfortune for us and a dictator not only destroyed our land but also the grace and respect of us all across the world.’ Mr. Rustam Shah was seemed deeply dejected and sad while recalling the 7 years past time. All of us were also in grip of sorrow and grief. We were feeling ourselves totally helpless while speaker was turning black pages of our recent past.
‘I strongly recommend that institutional development and existence is a must for a graceful life among the nations of world. If institutions would have been intact in recent past in our country we were not been in such miserable situation as we are facing today.’
Question/answer session also enhanced the view point of Mr. Rustam Shah. He replied all the questions with smiling face and patience. After almost one and half hour this fruitful session came to an end.
We all are thankful to you sir for granting some precious moments of your time and sharing your worthy opinion with us.

A visit to FATA Secretariat
At the almost end of 1st semester of DPSM (Diploma in Public Sector Management, a 6 months course designed for P.M.S probationers at IM Sciences), visits to different government departments were arranged by the administration for giving a first hand experience to the future’s bureaucracy of Khyber Pakhtunkhawa. Our group was scheduled to visit FATA Secretariat situated at Warsak road Peshawar. Sharply at 9:00 in the morning we were there. It was really disgusting to see the bared environment at first instance. Tough security measures including barriers, check posts, blockades, sand containers and a lot more were portraying an unpleasant view but it is a bitter truth that ongoing law & order situation in this part of the world has turned the government installments and institutions into a no-go areas. FATA Sect is not an exception at all, so a tough situation welcomes the visitor at the entrance.
Passing through the corridors I was quite sympathetic for the civil servants of this institution that how unpleasant work environment has been created around them. When we entered the conference room of FATA Sec, cool internal environment and warm welcome by officials result in a complete change of opinion. Rest all was perfect. Almost 6 hours stay at the secretariat established the view of a great zeal and comfort. Despite of the fact that security is the foremost concern of today’s life in K.P.K and this has made the life so difficult, great traditions of hospitality and friendliness brings the positive posture to the front very soon.
We attended a briefing about working and performance of FATA Secretariat, visited different departments in groups and had quite useful discussion with respective officials and had a very very fruitful questions-answers session. It was amazing to learn that despite of grave security concerns and law & order situation, what a great job has been and being done by this very department. We were also told that this is an ‘infant’ in fact and just in 4th year of her life.
We had a great time there, enjoyed, learn a lot and prayed for a successful life of FATA Secretariat.

Launching Ceremony of 2nd P.M.S Training Course at Governor House
It was one of the very unforgettable news of my life when I came to know about my induction in provincial civil service of than province of North West Frontier Province which is now Khyber Pakhtunkhawa. I was declared successful by Public Service Commission NWFP, on certain grounds, which was really unbelievable of me. I was sitting in my office in Dubai when I read the email of my younger brother who was studying in Peshawar informed me about the result published in a local newspaper. It was a happier moment of my life. It will be interesting to mention that I travel thrice for exam, interview and medical test. My fourth journey from Dubai to Peshawar was for the arrival reporting to the establishment division.
It was a cloudy morning in the Peshawar when I landed at Peshawar airport. Every time in last two years when I travel for Pakistan, I landed in Peshawar. I cannot phrase out my feelings every time when I touched the Pak land and every time I prayed Allah to grant me the chance of serving my own nation and homeland. Fortunately I get selected and was asked to join the service in month of May this year. A warm welcome by my friends in Peshawar was a matter of great pleasure for me. When I reached IM Sciences Hayatabad, Peshawara, a smart guy welcomed me, noted down my information and guided me the seminar hall. It was Sunday. Introduction, filling up forms, group formation and finally a welcome address by the Director was the work done of the day. During his speech we were told that formal launching ceremony of the course will be held tomorrow at Governor House. It was the first chance for many of us to see the ‘Pentagon’ of K.P.K. After passing through tight security measures we were in Jirga Hall of Governor House where ceremony was due to commenced on arrival of Governor K.P.K.
Mr. Owais Ahmad Ghani who is an engineer by profession and one of the very close confidant of Ex president Pervez Musharaf, entered the Jirga Hall right in time and welcomed by the participants. Rest all was the routine but the speech made by Mr. Governor was quite surprising for most of us. He spoke very well and very openly. He discussed the pre and post 9/11 periods in detail. He talked about the Taliban insurgency in Tribal areas and Sawat. He exclusively mark the expectations from newly inducted officers in civil service of the province which is in global limelight for the last many decades and will have the more or less same importance in forthcoming period as well.
The most surprising moment of his speech was, when he said ‘Militants were all set to erase our rule from this province at least, if they didn’t have make some fatal mistakes. If Taliban have not harassed the common people by suicide bombing on public place and attacks on innocent people, situation would have been worst as compared to what we faced. It was our good luck and their irreversible error which provided us the opportunity of kicking them out with full force.’ He further said ‘our civil bureaucracy must learn the lesson and put her efforts in resolving the problems of a common man. If our attitude remain the same, may be next time we would not be able to counter any uprising against the civil rule.’
These words by the top most official of the province were really alarming. Our training program formally commenced in a lot of applause, shields were interchanged, tea along with fish samosa was taken but I am wondering how many of us noticed the severe consequences of irrational attitude of our policy makers towards a common man which resulted in some real threats faced by our land.
