Join PMS K.P.K

Long waited announcement for the recruitment of 83 Officers of Provincial Management Service has at last made yesterday. It will be a good news for a huge number of young and energetic university graduates that they can test their skills and compete in competitive exam of PMS KPK. 64 seats will be filled on open merit and zonal quota while 14 seats has been reserved for women. 6 seats will be on merit base but only among the disable persons. Prior to this, 53 seats for in-service candidates have also been announced. Details of selection process can also be seen on the website of public service commission of KPK.

Provincial Management Service (PMS)

Applications, on prescribed form, are invited for the following posts from Pakistani citizens of Khyber Pakhtunkhwa/F.A.T.A domicile by 03-09-2010 (17-09-2010 for candidates from abroad). Incomplete applications and applications without supporting documents required to prove the claim of the candidates shall be rejected without intimation to the candidates.

Serial No.1

(a)  Sixty four (64) Posts of PROVINCIAL MANAGEMENT SERVICE OFFICER (B-17) IN GOVT: of Khyber pakhtunkhwa Establishment Department.

Qualifications:- 2nd Division Bachelor Degree from a recognized University.
Age Limit:- 21-30 Years
Eligibility:- Male / Female
Allocation:- Fifteen to Merit, Ten each to Zone-I, II & III, Eight to Zone-IV and Eleven to Zone-V.

(b)  fourteen (14) Posts of provincial management service officer (B-17) in Govt: of Khyber pakhtunkhwa Establishment Department (Female Quota).

Qualifications:- 2nd Division Bachelor Degree from a recognized University.
Age Limit:- 21-30 Years
Eligibility:- Female Only
Allocation:- Merit (Among Female)

(c) six (06) Posts of excise & taxation officer (B-17) in Govt: of Khyber pakhtunkhwa Excise & taxation department.

Qualifications:- 2nd Division Bachelor Degree from a recognized University.
Age Limit:- 21-30 Years
Eligibility:-  Male / Female
Allocation:-  Two to Merit, One each to Zone-I, II, III & V.

Five (05) POSTS OF provincial management SERVICE OFFICER (B-17) for disabled persons IN GOVT: of Khyber pakhtunkhwa Establishment Department

Qualifications:- 2nd Division Bachelor Degree from a recognized University.
Age Limit:- 21-30 Years
Eligibility:- Male / Female
Allocation:- Merit (among disabled persons)

Note:-       Candidates applying against disable quota must attach with their application form a disability certificate from Provincial Council for Rehabilitation of Disabled persons as well as disability certificate from the respective Medical Superintendent/ Medical Board showing therein the specific disability.

General Conditions.

                        Age in all cases shall be reckoned on _03/09/2010. There shall be a combined competitive examination for all categories of posts. The candidates are required to be academically qualified in all respects by _03/09/2010. Any candidate who does not possess the required qualification by the material date will not be considered. Govt: Servants, who have completed at least 2 years of continuous service in the Government on the closing day of submission of applications, shall be entitled to 2 years optimum relaxation. Two years age relaxation is allowed to disable persons and candidates from backward areas.

The candidates are required to apply on the prescribed application form obtainable alongwith the new PMS Syllabus from the listed below branches of the NATIONAL BANK. The Application Fee is Rs.285/- (Rs. Two Hundred & Eighty Five Only) for all candidates. In addition to application fee, the candidates will have to pay Rs.15/- on account of Bank Charges. Application Form obtained other than the specified branches of the National Bank will be considered invalid and such applications will not be entertained. The applications on plain paper or photo stat shall not be accepted. Incomplete applications if not supported documentarily or with the choice of optional subjects certificates will be rejected. Late applications shall also be ignored. Applications must be submitted within the stipulated time as no extra time is allowed for postal transit. Applications if submitted on the last date must reach the Commission’s Office by the closing hours.

        Ex-armed Forces Personnel must send copy of Discharge Certificate with their applications. Govt: / Semi-Govt / Autonomous / Semi-Autonomous Bodies employees may apply direct but their departmental permission certificates should reach the Commission Office within 30 days of the closing date. Govt. reserves the right not to fill any or fill more or less than the advertised post(s). Persons married to foreign Nationals can be considered only on production of relaxation orders from the Government. The Zonal and Merit Quotas shall be strictly followed in the allocation of seats. No zonal reservation stands for posts allocated to disable and female quota. These shall be filled in on open merit.

Ineligibility: - Candidates who have already availed three chances in any of the specified examination or a total of four chances in all the examinations shall not be eligible:-

  1. Combined Examination for recruitment to the post of Extra Assistant Commissioners, Section Officer, Deputy Superintendent of Police and Excise & Taxation Officers.
  2. Examination to the post of Civil Judges
  3. Examination for recruitment to the post of Assistant Conservator of Forests

Note:-
1.         The candidates applying against Serial No.2 (Disable Quota) must submit separate application if they desire to appear against Serial No.1. Candidates applying against serial No.1 are advised to submit only one application form. They will be considered for all categories of Serial No.1 after qualifying written portion of competitive examinations.
2.         Candidates will be admitted to the examination provisionally at their own risk subject to be found eligible in all respects. On detailed scrutiny of the applications after the written examination is over, if any candidate is found ineligible in any respect under the rules for the examination, his/ her candidature will be cancelled regardless of the fact whether he/she has appeared in the examination or qualified therein. To avoid frustration the candidates are advised in their own interest to make sure before appearing in the examination that they fulfill all the requirements of the rules relating to the examination.

Three days above the clouds

PMS Nathia Gali Tour (19) Nathia Galli in district Abbottabad is one of the most beautiful places in our country. Thousands of people travel visit every year to see the scenic beauty of this hill station. Just 46KM from Abbottabad and almost 6000 feet above the sea level, Nathia Galli hosted PMS officers and for four days. I was one of them who stayed for three days. This was one of our few official tours outside the study center. Three buses of Institute of Management Sciences took us to Nathia Galli.

On the way, in Abbottabad, we had a brief presentation by the D.C.O Abbottabad Mr. Zaheer ul Islam about the demography and government operation in the district. We had a working lunch there, prayed Zohar prayer and left for Nathia Galli. Passing through lush green valleys of Abbottabad everybody was stunned to see the beauty of that region but when hilly area started everyone was speechless. Narrow and zigzag road leading to Nathia Galli was surrounded by rising mountains. Mountains were full of towering trees and carpeted greenery all around. While bus used to swing in curves and turns of the road, it was feeling like a swinging in fairy tales. Light raining, clouds floating and fog rising from hills was really a marvelous scene.

We reached Nathia Gali just in one hour but this one hour ride was one of the very pleasant journeys of my life. I was enjoying what was outside the bus passing around me and I was also capturing in my smart camera but the internal environment of bus was also not boring at all. PMS officers were full of energy and were making all kind of noises. They were shouting, singing, dancing and gossiping. No one was tired at all even when we reached Nathia Galli. Admin personals were already there and they had good arrangements of our stay and food. We take very little time in settling down in our respective hotels and than … we were there and obviously Nathia Galli was there and a lot of enjoyment around.

Provincial Management Service for In-Service Candidates

pms-in-service Selection process for the selection of 53 PMS officers for Provincial Management Service KPK has been ignited through an advertisement by Provincial Public Service Commission of KPK. This will be the 3rd batch of PMS Officers being inducted in civil service of KPK.
Exam, interview, medical and probably some training will be the four steps in this process but the most unusual and uncommon thing is that, this advertisement is only for In-Service candidates. That means, only those persons are qualifying and fitting for this stage those are already in service of government of K.P.K  while fresher are not eligible to apply. Persons already in service of Govt of K.P.K have tried their best to grab a considerable share from 2nd batch of P.M.S but fortunately or unfortunately they remained unsuccessful because of the directives from Peshawar high court. In the verdict, court has ordered the government not to keep any kind of share for in service candidates at any cost because that will be not only unfair and unjust but will also destroy the expectations of government from the PMS Officer. Despite of their hectic  efforts they couldn’t grab the share at that time but they have not lost hopes. This time in-service candidates have ousted thousands of young men of K.P.K by reserving all seats for themselves. Many of young graduates were preparing for the exams of P.M.S but they will be disappointed to know that stalwarts and ‘gurus’ of governments have stopped their journey before it get started.
This is not only unjust, unlawful and unfair but also a cheap way of blocking the rout of talented young generation. This clearly shows that in-service persons are not capable of competing in fair game and they are afraid of facing fresh people so they used unlawful means for reserving all the seats for themselves. May be  they have some justification for this but in fact using influence for making the competing unfair will put a big question mark over the whole PMS service which already facing a sever threat from DMG, not in KPK right now but in Punjab.
In my opinion, for the credibility and goodwill of this service fair play is a must. Everyone qualifying for competitive exam must be given the opportunity of trying his or her luck. If it will not be happen in a justifiable manner the purpose of creating P.M.S will died before it will grown up.
